DIOCESAN BOARD OF FINANCE
The Diocesan Board of Finance (DBF) is the trustee body responsible for stewarding the financial and physical resources of the Diocese of Monmouth. It exists to support the mission and ministry of the Church in Wales across our communities—faithfully, transparently, and in line with our diocesan values of love, generosity, joy, humility, courage, and integrity.
Our Purpose
The DBF ensures that the diocese has the resources it needs to flourish. This includes:
- Funding ministry and mission across our Ministry Areas
- Managing charitable assets and property
- Overseeing diocesan finances and risk
- Supporting clergy and lay leaders through sustainable budgeting
We believe that good governance is part of our Christian witness. The DBF works collaboratively and prayerfully to make decisions that reflect our shared commitment to service, accountability, and care for one another.
How the DBF Works
The DBF is made up of two parts: the full Board and the Executive Committee.
The Board
- Meet annually at the Annual General Meeting (AGM)
- Receives the audited accounts
- Elects the Chair, Vice Chair, and members of the Executive Committee
- Includes two lay representatives elected by each Ministry Area
- Ministry Area Leaders serve ex officio
The Executive Committee
The Executive Committee acts as the board of directors and charity trustees. It meets at least four times a year and is responsible for the day-to-day governance of the DBF.
Members include:
- The Bishop of Monmouth
- The Dean
- The Archdeacons
- The Chair of the Parsonage Board
- The Diocesan Registrar
- The Chair and Vice Chair of the DBF
- Additional members elected by the Board
The Committee is currently chaired by Ian Loynd, a layperson with a strong commitment to the life of the diocese.
Financial Oversight and Stewardship
The Executive Committee:
- Receives quarterly management accounts from the Diocesan Accountant
- Prepares the annual budget each September
- Agrees the Ministry Share Scheme, ensuring that all Ministry Areas contribute fairly to sustain clergy and ministry
- Maintains a regularly reviewed risk register
- Produces the Annual Report and Audited Accounts, submitted to the Charity Commission

The DBF is more than a financial body—it is a reflection of our diocesan culture. Its work is grounded in trust, transparency, and a shared desire to see the Church thrive. Every decision is made with care for people, communities, and the Gospel we are called to live out.
